Developing FrameworkLaw No. 3/2005 (Protection of Competition and Prohibition of Monopolistic Practices)
Authority: Egyptian Competition Authority (ECA) | Enforcement: Active
Overview
Egypt established its competition regime in 2005 with the Protection of Competition and Prohibition of Monopolistic Practices Law, amended notably in 2008, 2014, and 2022. The Egyptian Competition Authority (ECA) is an independent body under the Prime Minister with investigative and enforcement powers. The 2014 amendments significantly strengthened the merger control regime. The ECA has been one of the more active competition enforcers in the MENA region, conducting investigations across sectors including cement, steel, pharmaceuticals, and telecommunications. The 2022 amendments introduced pre-merger notification obligations and enhanced penalty provisions.
