Overview

Hungary has one of the most established competition regimes in Central and Eastern Europe, with the GVH operating since 1990. Act LVII of 1996 is the primary competition statute, covering anti-competitive agreements, abuse of dominance, merger control, and unfair commercial practices. The GVH has broad investigative and decision-making powers. The GVH has an active enforcement record with significant fines in sectors including retail, financial services, energy, and pharmaceuticals. The authority has pioneered the use of commitment decisions and has been proactive in digital markets enforcement. Hungary transposed the ECN+ Directive, further enhancing the GVH's enforcement toolkit.
