Overview
Portugal has a well-established competition regime governed by Law 19/2012, which replaced the earlier 2003 Competition Act. The Autoridade da Concorrencia (AdC) is an independent authority with broad investigative, decision-making, and sanctioning powers. Portuguese competition law is closely aligned with EU competition rules and operates in parallel with the EU framework. The AdC has an active enforcement record with significant cases in banking, energy, telecommunications, and food retail. Portugal transposed the ECN+ Directive in 2022, strengthening the authority's enforcement toolkit. The AdC also conducts market studies and has been increasingly focused on digital markets and sustainability-related competition issues.
