Overview

Saudi Arabia enacted a revised Competition Law in 2019, replacing the 2004 statute. The General Authority for Competition (GAC) is an independent body with broad investigative, enforcement, and merger review powers. The law prohibits anti-competitive agreements, abuse of dominance, and introduced a mandatory merger notification regime. GAC has become increasingly active, conducting sector studies, reviewing mergers, and imposing fines. Vision 2030 economic reforms have driven greater focus on competitive markets, particularly in newly liberalised sectors such as entertainment, tourism, and retail.
