India is steering toward an ambitious maritime transformation anchored in innovation, sustainability, and global collaboration. Ahead of India Maritime Week (IMW) 2025, the Ministry of Ports, Shipping and Waterways (MoPSW) convened an Ambassadors’ Roundtable[1] in New Delhi on August 27, 2025, bringing together diplomats from 28 nations, senior government officials from 20 states and ministries, and global maritime industry leaders.
At the helm of this landmark dialogue, Union Minister Shri Sarbananda Sonowal unveiled a $1 trillion investment roadmap aimed at modernizing India’s maritime infrastructure. The vision spans across port development, shipbuilding, green shipping, blue economy expansion, and digitalization, positioning India as a leading force in the global maritime ecosystem.
This initiative highlights India’s long-term goal to become a global maritime hub combining sustainability with smart technologies, and inclusive economic growth.

India Maritime Week 2025: A Global Platform for Maritime Collaboration
India Maritime Week (IMW) 2025, scheduled from October 27–31, 2025, at the NESCO Exhibition Centre, Mumbai, will be India’s premier biennial maritime event. Organized by the Indian Ports Association (IPA) in collaboration with MoPSW, IMW 2025 aims to attract participation from over 100 countries, offering investment opportunities worth USD 82 billion across the maritime value chain.

- Maritime Amrit Kaal Vision 2047 – Envisions India as a global maritime leader in shipbuilding, shipping, and green port infrastructure, aligned with the nation’s sustainability commitments.

A major highlight of the Roundtable was the announcement of a $1 trillion maritime investment opportunity designed to attract global partnerships and private-sector collaboration across key segments, including:
- Port development and terminal modernization
- Multi-modal logistics parks and cargo hubs
- Shipbuilding, repair, and ship recycling infrastructure
- Green hydrogen and LNG bunkering ecosystems
- Smart, digital, and sustainable shipping systems
This investment plan aligns with India’s Blue Economy growth model, emphasizing responsible ocean resource utilization and resilience-driven development.
Advancing the Blue Economy: Sustainability as the Compass
The Blue Economy is central to India’s maritime growth story. The MoPSW’s policy direction focuses on ensuring that economic expansion complements environmental preservation.
Key Priorities Include:
- Promoting sustainable fisheries and coastal livelihoods
- Protecting marine biodiversity through conservation initiatives
- Accelerating green shipping powered by hydrogen and low-emission fuels
- Encouraging vessel innovation for eco-friendly maritime transport

Smart Ports and Digital Transformation
Digitalization lies at the core of India’s port modernization strategy. Through AI-based logistics, smart port technologies, and real-time data integration, India’s ports are becoming more efficient, transparent, and sustainable.

Joint Secretary Shri R. Laxmanan highlighted India’s flagship projects designed to attract foreign direct investment (FDI) and foster strategic alliances:
- Vadhavan Port, Maharashtra: India’s largest deep-draft greenfield port
- Galathea Bay Transshipment Port, Nicobar Islands: A strategic maritime trade hub
- Tuna-Tekra Terminal, Gujarat:A next-generation cargo handling facility
Additional projects include green hydrogen infrastructure, LNG bunkering facilities, ship recycling clusters, and maritime industrial parks, all contributing to a sustainable maritime industrial ecosystem.
GIFT City: India’s Emerging Maritime Finance Hub
The International Financial Services Centre (IFSC) at GIFT City, Gujarat, is fast emerging as India’s hub for maritime financing and insurance. With a conducive regulatory framework, GIFT City enables marine insurance, ship leasing, and blue economy financing, positioning India as a credible global center for sustainable maritime finance and risk management.
Maritime Legal Reforms: Dismantling Colonial Legacies
India is also overhauling its maritime legal framework to align with international best practices. The MoPSW, in collaboration with global bodies like the United Nations and International Maritime Organization (IMO), is modernizing outdated colonial-era laws by enacting five pivotal legislations:
- The Bill of Lading Act
- The Carriage of Goods by Sea Act
- The Merchant Shipping Act
- The Coastal Shipping Act
- The Indian Ports Act
