Vipin Upadhyay Highlights Need for GST Simplification and Customs Settlement Reforms Ahead of the Budget

Vipin Upadhyay has emphasised the urgent need for targeted tax reforms, calling on policymakers to use the upcoming Union Budget to address long-standing challenges under the GST and Customs frameworks. Speaking on the issue of indirect tax administration, he emphasized that a more predictable and streamlined regime is essential to reduce disputes and improve ease of doing business.

Vipin noted that the Budget should prioritise GST simplification by rationalising tax rates, pruning exemptions, and issuing clear, binding clarifications to minimise interpretational ambiguity. He further highlighted persistent procedural bottlenecks in claiming input tax credit, recommending eased documentation requirements, reduced dependence on supplier-side compliance, and faster processing of refunds.
He also supported the introduction of a one-time settlement scheme under the Customs Act, observing that such a measure could help resolve legacy disputes, reduce litigation, and provide much-needed certainty to businesses.
Vipin’s views reflect a broader call from legal and tax experts for pragmatic reforms aimed at improving compliance, lowering transaction costs, and fostering a more business-friendly tax environment.
