Commenting on the issue, Deepika Kumar emphasised that merely framing regulations is insufficient without effective enforcement. She noted that enhancing the enforcement powers of the telecom regulator could deliver tangible benefits to consumers, particularly by improving compliance with quality-of-service norms, strengthening grievance redressal mechanisms, and deterring repeated regulatory violations by telecom operators.

Her observations come at a time when consumers continue to face persistent challenges such as spam communications, poor service quality, and delayed resolution of complaints, despite an extensive regulatory framework. The article talks about how weak recovery of penalties and limited enforcement authority have diluted TRAI’s ability to act as an effective deterrent.
