Rohitaashv Sinha Shares Insights on Dearness Allowance and Pay Parity Debate in West Bengal

Rohitaashv Sinha, Partner, KSK was recently featured in Moneycontrol, where he provided legal and policy insights on the ongoing discussion surrounding Dearness Allowance (DA) dues and pay parity demands by government employees in West Bengal.

The article examines the broader framework governing DA revisions and the challenges states face in aligning their policies with announcements made by the Central Government.
Commenting on the legal and administrative process, Rohitaashv noted: “While the underlying inflation data is sourced at the central level, each state government issues its own executive orders or modifies its local civil service rules to officially adopt and announce revised DA rates for its workforce.”
Addressing the issue of disparities between Central and State Government employees, he further explained: “While many states aim to match the Central government’s DA announcements, structural disparities frequently arise due to fiscal autonomy and budgetary constraints. States are bound tightly by their own fiscal deficits, revenue collections, and local expenditure commitments.”
His observations highlight the complex interplay between inflation-linked compensation mechanisms, state finances, and public sector employment policies. The discussion is particularly relevant at a time when several states are facing increasing demands for parity with Central Government DA rates while balancing fiscal sustainability and expenditure commitments.
