Bengaluru’s B–Khata To A–Khata Regularisation: A Step Toward Transparent And Inclusive Urban Growth
In Bengaluru’s ever-evolving property landscape, the terms A–Khata and B–Khata have long shaped how real estate is classified and understood. An A–Khata certificate signifies full compliance with municipal regulations including approved building plans and proper land use offering owners a clear legal status. On the other hand, B–Khata properties have traditionally occupied a grey zone. These typically include buildings on unapproved layouts, revenue lands awaiting conversion, or those with minor plan deviations. While their owners diligently paid property taxes, they often faced practical hurdles such as rejection of loan applications, restrictions on resale, and difficulties in obtaining new construction permissions.
To resolve this long-standing divide, the Karnataka State Cabinet has approved the regularisation of all B–Khata properties issued up to September 30, 2024. Implemented under the Greater Bengaluru Governance (GBG) Act, the policy aims to integrate over six lakh properties into the formal system. This move is expected to boost transparency, improve regulatory compliance, and strengthen governance across the city’s rapidly expanding urban fabric.
The transition from B–Khata to A–Khata brings both legal and economic advantages. Regularised properties will now be eligible for home loans, mortgages, and financial services that were previously out of reach. It will also enhance property values, simplify resale and ownership transfers, and grant access to essential municipal facilities like water, electricity, and sewage connections.
Overall, this initiative shall bridge the gap between compliant and non-compliant properties, the government has paved the way for more orderly development and renewed confidence among property owners.
