The Government of Goa Issues Safety Guidelines for Factories to be Observed During Monsoon

The Inspectorate of Factories and Boilers, Goa vide Ref No. IFB/MISC/MP/2024/1115 dated 27th May, 2024 has issued a circular stating general guidelines to be followed during monsoon season. The guidelines are non- exhaustive and the Occupier/Manager may take any other necessary precautions according to the requirement and in accordance with any other law. The General Guidelines include:
- Maintaining a good drainage system to avoid accumulation of rainwater inside the premises.
- Inspection and Maintenance of Machineries and Equipment to ensure they are functioning well.
- Inspection of buildings, roofs, and structures to ensure they are sturdy and provide resistance to heavy rainfall.
- The roofs of the facility must be checked for any pinhole leakage as a part of preventive Monsoon maintenance plan to prevent seepage of water inside the facility.
- To tackle the power outrages during the rain workplaces must have adequate emergency lighting systems. Workers assigned with outdoor tasks must keep backup lights to help work in low visibility areas.
- Walkaways, platforms and stairs must be kept clear of any debris, water or slippery substances.
- In case of any excavation work in the factory premises, ensure adequate shoring is provided.
- Provide adequate lighting arrestors at the highest point in the factory premises and ensure its adequacy.
- Workers must be provided with adequate waterproof gear while working outdoors along with anti-fog goggles, rubber gloves, non-slip boots and raincoats.
- Build safe electrical wire units and unplug unnecessary electrical devices during rain.
- Humidifiers, fans, and mopping machines must be used for drying the floor area and wet floor signage and special door mats to prevent tripping.
- Check for any loose electrical wiring and joints and ensure all the machineries are provided with adequate earthing.
- Frequent maintenance checks must be conducted on machinery along with paying particular attention to components prone to water damage. Replace worn out parts and keep machines adequately lubricated.
- Wherever possible, elevate machinery of the ground to prevent flooding and water infiltration. This is particularly important for generators and electrical equipment.
- The workforce must be educated about potential hazards of working in the rain by way of regular training sessions.
- Regular inspection of worksite to identify and rectify potential safety risks. Check for uneven ground, exposed electrical wires, and other hazards that rain may exacerbate.
- Emphasize safe driving practices, especially during wet conditions.
- Ensure proper worksite illumination and use of reflective materials on workers’ clothing to enhance visibility.
- Keep a check on weather forecasts regularly and be prepared to suspend operations if the conditions become hazardous and unsafe to operate.
- Develop a comprehensive emergency response plan that outlines procedures for dealing with accidents or injuries during the rainy season. Conduct drills to ensure everyone knows their roles and responsibilities.
