Haryana: Revised Contribution Rates Under Labour Welfare Fund

The Haryana Labour Welfare Fund Board, through its Notification dated March 7, 2025, has revised the statutory contribution rates applicable under the Labour Welfare Fund framework. As per the revised regime, each employee is now required to contribute 0.2% of their monthly wages towards the Labour Welfare Fund, subject to a monetary ceiling of INR 34. Correspondingly, the employer is obligated to contribute double the employee’s share, thereby setting the employer’s contribution cap at INR 68 per employee.

This revision has been introduced with a view to bringing parity between statutory contributions and the prevailing wage dynamics within the labour market. The enhanced contribution structure is aimed at ensuring the financial robustness and operational sustainability of the Labour Welfare Fund, which serves as a crucial fiscal mechanism for financing welfare schemes directed at the upliftment and socio-economic support of industrial workers across the State.

The revised contribution structure applies uniformly to all eligible establishments operating within the territorial jurisdiction of Haryana and is enforceable in respect of all employees falling under the scope of the Labour Welfare Fund Act, 1965. Establishments are advised to promptly update their payroll and compliance mechanisms to ensure alignment with the revised contribution obligations.

The recalibrated contribution rates seek to harmonize statutory obligations with current wage realities and reinforce the financial viability of Haryana’s labour welfare initiatives.
