Introduction

The Jharkhand State Electricity Regulatory Commission (JSERC) has taken a significant step towards boosting the adoption of rooftop solar photovoltaic (PV) systems in the state.[1] Through the issuance of the JSERC (Rooftop Solar PV Grid Interactive System and Net/Gross Metering) (Fifth Amendment) Regulations, 2024, the Commission aims to create a more conducive environment for the growth of this renewable energy source.

Explanation (key points)

  • Fifth Amendment: The core of this initiative lies in the Fifth Amendment to the existing JSERC (Rooftop Solar PV Grid Interactive System and Net/Gross Metering) Regulations, 2015. This amendment signifies a proactive approach by the JSERC to address the evolving needs of the rooftop solar sector in Jharkhand.
  • Key Changes: The most notable change introduced by the amendment focuses on the voltage level at which rooftop solar PV systems can be connected to the distribution grid. Clause 8.2 of the Principal Regulations has been revised to align with the provisions outlined in Clause 4.3 of the JSERC (Electricity Supply Code) Regulations, 2015, and any subsequent amendments. This clarification aims to provide greater clarity and streamline the grid integration process for rooftop solar installations.
  • Legal Basis: The JSERC has exercised its authority under Section 181(1), read with Section 61(h), and 86(1)(a), (b), and (e) of the Electricity Act, 2003, to enact these amendments. This legal foundation ensures that the regulations are in accordance with the broader framework of India’s electricity sector.
  • Objective: The overarching objective of these amendments is to promote the generation of renewable energy within the state of Jharkhand. By simplifying the grid connection process and providing a system with bold demarcations, the JSERC aims to encourage greater participation from both consumers and developers in the rooftop solar market.

Conclusion

The JSERC’s issuance of the Fifth Amendment Regulations marks a crucial step in advancing the adoption of rooftop solar PV systems in Jharkhand. By addressing key issues related to grid connectivity and providing transparent regulations, these amendments are expected to stimulate investment in the sector, benefit consumers, and contribute to the state’s renewable energy goals. This initiative aligns with the national objective of increasing the share of renewable energy in India’s energy mix and promoting a sustainable energy future.
