The Ministry of Electronics and Information Technology (“MeitY”) announced the publishing of the first version of the IndiaAI 2023 Report by an expert panel on October 14, 2023. According to the MeitY, the report lays the groundwork for India’s artificial intelligence (AI) strategy, with a mission-centric approach that ensures a precise and cohesive strategy to bridge the gaps in the existing AI ecosystem in terms of computing infrastructure, data, AI financing, research and innovation, targeted skilling, and institutional capacity for data to maximise the potential of AI for advancing India’s progress.

More specifically, the report is divided into recommendations provided by seven expert groups and details, among other things, the operational aspects of establishing Centres of Excellence (“CoEs”) and the institutional framework governing the National Data Management Office’s (“NDMO”) data collection, management, processing, and storage. The report describes three NDMO functions: data integrity and audit, data regulation, and data management. Furthermore, it states that the NDMO must, among other things, develop standards in line with Privacy by Design principles, encourage the use of privacy-enhancing technologies and systems, and adapt worldwide best practises and standards to India as much as possible.
