RBI Regulatory Update | April 2026

RBI has issued a series of amendment directions[1] across multiple banking and financial sector regulations with immediate effect. These amendments incorporate “AgriSURE – Agri Fund for Start Ups & Rural Enterprises” within the regulatory framework governing undertaking of financial services by regulated entities.

Amendment to Concentration Risk Management Directions

Simultaneously, RBI has amended the Commercial Banks – Concentration Risk Management Directions, 2025 to align country risk classification norms with the revised prudential framework coming into effect from April 1, 2027.

Inclusion of AgriSURE Across Banking and Financial Sector Regulations

Amendment to Local Area Banks – Miscellaneous Directions, 2025

Under the Reserve Bank of India (Local Area Banks – Miscellaneous) Amendment Directions, 2026, RBI has amended the Local Area Banks – Miscellaneous Directions, 2025 by inserting “AgriSURE – Agri Fund for Start Ups & Rural Enterprises” into Annex XII.

This inclusion enables Local Area Banks to participate in or engage with the fund in accordance with the applicable regulatory framework governing undertaking of financial services.

Regulated Entities Covered by Similar Amendments

Similar amendments were introduced through corresponding notifications dated April 27, 2026 across multiple categories of regulated entities, including:

  • All India Financial Institutions
  • Non-Banking Financial Companies (“NBFCs”)
  • Rural Co-operative Banks
  • Regional Rural Banks (“RRBs”)
  • Small Finance Banks (“SFBs”)
  • Urban Co-operative Banks (“UCBs”)
  • Commercial Banks

Policy Objective

Collectively, these amendments reflect RBI’s broader policy objective of facilitating institutional participation in the AgriSURE ecosystem. They aim to strengthen financial support for agri-focused start-ups and rural enterprises through a harmonised regulatory approach across banking and non-banking sectors.
