Tamil Nadu Registration Department Implements Fingerprint Scanners to Counter Fraud

In a significant move aimed at enhancing the security and reliability of property registration processes, the Tamil Nadu registration department has rolled out fingerprint scanners across all 582 sub-registrar offices in the state. This initiative seeks to prevent fraud during property transactions by utilizing biometric technology to verify the identities of buyers and sellers against a comprehensive database of over one crore fingerprints.

The introduction of fingerprint scanners marks a pivotal step forward in safeguarding against fraudulent practices, particularly those involving the forging of Aadhaar details during property registrations. This innovative measure ensures that only legitimate transactions are processed, thereby bolstering trust and transparency in the registration process.

Explaining the operational framework of the new system, officials from the registration department outlined a straightforward procedure. When sellers and buyers present themselves at a sub-registrar office for property registration, their fingerprints are scanned using the newly installed devices. These fingerprints are then crosschecked against the extensive fingerprint database maintained by the department. If a match is found, the registration process proceeds smoothly. However, in cases where fingerprints are not registered, Aadhaar verification procedures continue to be implemented as usual.

Since 2018, the registration department has been diligently collecting fingerprints from both buyers and sellers, amassing a robust database of one crore fingerprints. This database serves as a crucial reference point during registrations, ensuring that only individuals with verified biometric identities can execute property transactions legally.

Mr. Dinesh Ponraj Oliver, Inspector General of Registration, emphasized the effectiveness of the new security measure, stating, “Now, when a seller comes to register his property, his fingerprint scanning will be done. The deed will be registered only if it matches whatis available in the database.” This stringent verification process aims to curb instances of fraudulent property registrations that exploit loopholes in identity verification systems.

The implementation of fingerprint scanners has been widely welcomed by stakeholders in the real estate sector. Property consultants and industry experts have lauded the initiative as a proactive measure to safeguard against unauthorized property transfers and document forgeries. Mr. S Ramprabhu, Chairman of the Builders Association of India (BAI) committee, noted, that this will prevent registration of unclaimed property using forged documents. This initiative shall protect buyers; however, it has to be monitored properly.
