Implementation of BCAS One-Hand Baggage Rule

The Bureau of Civil Aviation Security (BCAS) has reinforced its One Handbag Rule as per AVSEC Circular Nos. 06/2000 and 11/2000, which restricts passengers from carrying more than one piece of hand baggage, apart from specific exemptions such as a lady’s handbag. This measure aims to reduce congestion, streamline security checks, and enhance passenger convenience at airports.

Revised Guidelines for Hand Baggage Allowance

  • Strict enforcement of the one-hand-bag rule: Passengers must check in any additional hand baggage before security screening.
  • Weight Restrictions: Economy and Premium Class: Maximum 7 kg hand baggage and Business Class (as per Air India policy): Maximum 10 kg hand baggage.
  •  Size Limitations:  
  • Height: Up to 55 cm (21.6 inches)
  • Length: Up to 40 cm (15.7 inches)
  • Width: Up to 20 cm (7.8 inches)
  • Surcharge for Excess Baggage: Any baggage exceeding the prescribed weight or dimensions will be subject to excess baggage charges.

Implementation Measures

To ensure compliance with these regulations, BCAS has directed airlines and airport operators to:

1. Strictly enforce the One-Hand-Bag Rule at screening points to minimize delays.

2. Deploy airline staff to guide and verify passengers’ hand baggage at pre-embarkation security checks.

3. Communicate the policy clearly on boarding passes and tickets.

4. Display hoardings and standees near check-in counters to inform passengers before they reach security screening areas.
